Natural Heritage Reference Manual, Second Edition


The Ministry of Natural Resources has released an updated version of its Natural Heritage Reference Manual.  The manual contains updated requirements that have  implications for land-use planning decision makers.  For example, the updated manual requires that a scoped environmental impact assessment (EIS) be undertaken when development is proposed within 120 m of fish habitat.



The Growth Plan for Northern Ontario

The Ministry of Northern Development, Mines and Forestry, in conjunction with the Ministry of Infrastructure, will soon release the Growth Plan for Northern Ontario.  Unlike the Growth Plan for the Greater Golden Horsesohe which seeks to manage development in a way that protects the rural regions surrounding Greater Toronto from loss of farmland and urban sprawl, the Growth Plan for Northern Ontario will be a tool to promote economic development and growth in the region.  Over the past year the Ministries of Northern Development, Mines and Forestry and the Ministry of Infrastructure  have been consulting with Northerners in order to create a plan that guides decision making and investment over the next 25 years, with the goal of creating a resilient and sustainable regional economy.   For northern municipalities, this may mean an increased focus on 'quality of place' planning such as community improvement planning and downtown revitalization in order to ensure that our communities are attractive places for the region's youth to stay in upon graduation, and also to attract newcomers from outside the region.
